Conclusion

One of the characteristics of British society for over two hundred years has been the way people have been incorporated into life’s privileges. While the underclass has continued to grow since 1979, it has also been accompanied by an expulsion of a very vulnerable group from society’s protection. Today, for the first time in two generations we see young beggars in an ever-growing number of urban areas. This British underclass is there because of the twin evils of unemployment and the withdrawal of social security cover. Further recruits for the underclass are being made ready by a secondary school curriculum which is perceived by many young people as useless in equipping them for life’s work. It is by developing a new style of technical college school that the immediate needs of tomorrow’s potential underclass can be met. The reform can also be knitted into a programme which builds up a wider coalition of parents who are concerned about the suitability of the education offered to their children in secondary schools. While this underclass is the most vulnerable in our society there are other groups too for which positive help is long overdue. To these people for whom exits from welfare are urgently needed we now turn.
